Transparent Quasi-Embossed Backgrounds

What in the world is a Quasi-Transparent Background you ask? It is a background this is transparent and allows you to set the background color of your page.

That means that if I had set the background on this page to red, you would see the exact same designs on the border, but, all of the background behind the designs and in fact the whole page would be red.
